Arne leads E3’s Integrated System Planning practice. He has 30 years of experience helping clients navigate changes to bulk electric system operations and investment needs brought about by increasing policy and market interest in clean and renewable energy production. He has led a number of landmark studies of the feasibility, cost and reliability implications of achieving deep decarbonization and high renewable penetration goals for electric utilities. He has authored numerous white papers on wholesale electricity market design and retail electricity rate design. He consults extensively for utilities, asset owners, and electricity consumers in support of resource planning and commercial transactions. He also provides technical and strategic support to numerous utility regulators, government agencies and environmental organizations. He holds a Master of Science degree in international energy management and policy from the University of Pennsylvania and the École Nationale Supérieure du Pétrole et des Moteurs (IFP School), and Bachelor of Science degrees in statistics and mathematical sciences from the University of Washington.
